Proposer No. 1: IST - Instituto Superior Técnico – PORTUGAL General experience: The Research Group for Sustainable Energy Development is part of the Mechanical Engineering Department of Instituto Superior Técnico (IST). IST was founded in Lisbon (Portugal) in 1911, and is today the biggest and best known Engineering College in Portugal. IST is the Engineering School of the Technical University of Lisbon. In the last few years, the I.S.T. has played an important role in the R & D projects at international level, mainly in Europe. At national level, the I.S.T. is involved in many different projects together with Public Institutions and Industry. Together with fundamental research in combustion – modelling and experimental work – the Research Group has been active in energy issues such as fuel cells, New and renewable energy sources, feasibility studies for NRES penetration, sustainable energy technologies, energy systems for developing countries, development and transfer of technology, capacity building in developing countries. The research group has participated until now in over 90 externally funded projects, both for the EC and for industry. Lately, all projects have a strong component of dissemination, as applied research is the current trend. So, the research group has acquired a strong background in dissemination activities, having made a strong effort to publish the results of the projects it coordinates in the internet, and also promoting and organizing conferences, seminars, debates, courses, workshops and bilateral meetings. Also, the projects have resulted in numerous scientific papers that have both been published in journals and presented at scientific conferences. The group has a firm understanding of the need to disseminate the research and also to invest in areas of applied research, with a broader dissemination potential. The research group organises every two years a well-known international Conference – the “Clean Air” series. The sixth edition took place in July 9-12, in Oporto – Portugal. At this edition of the Conference a “Workshop on Clean Development Mechanism” was organised. The 7th Edition of the Clean Air conference will take place in July 2003 and will constitute a good dissemination vehicle for the results of the present SYNERGY action. Proposer No. 2: CINAR Ltd. – UNITED KINGDOM CINAR Ltd. is an SME incorporated in 1988, based in the UK. Formed by Mechanical Engineers working in energy-related issues, the traditional areas of research of CINAR are clean energy technologies and emission control. CINAR has a solid and long experience with working with IST, having participated in several EU-funded projects together. CINAR has conducted several feasibility studies on new as well as conventional energy technologies in several regions, and will be a helpful contribution in the definition of CDM projects in the Sub-Saharan African region. CINAR is very knowledgeable of feasibility studies in energy projects in several regions, and will be a helpful contribution in the definition of CDM projects in the target region. Proposer No.3: TNO - Environment, Energy and Process Innovation – THE NETHERLANDS The TNO Institute of Environment, Energy and Process Innovation (TNO-MEP) is a nationally and internationally recognized centre of expertise and contract research institute for trade and industry as well as for all government authorities in the fields of sustainable development and environment and energy-oriented process innovation. TNO-MEP’s mission statement considers the development of solutions for a better living environment, process innovation and product improvement in close collaboration with industry/corporate sector and government authorities. More specific the institute is focused to the development, implementation and optimisation of renewable energy systems and energy saving technologies. Proposer No. 4: ITC – Instituto Tecnológico de Canaria, SA - SPAIN The Centre for Information and Support Telematic Integrated Services (CISTIA) started its activities as an ISP in October 1995, being conceived as a tool for promoting the use of Internet and enhancing the competitive capacity of its users. Recently, it has widened its activity spectrum by being a services platform to small and medium enterprises, organisations and professionals in the Information Technologies and Communications. ITC has developed plenty of activities within, among others, the following areas: Research and Development, e.g., in the field of renewable energies (with application to desalination, irrigation and waste water treatment), energy saving actions, evaluation and control of wind farms, etc. ITC carries out the policy of the Canarian Government in energy issues, particularly in Energy Planning and Studies, Projects and management of Wind Farms, Management of the PROCASOL programme, to promote Solar Thermal Energy, MORENA project, to supply energy in isolated areas through Renewable Energies Systems The main activities carried out up to now have been Plan of Renewable Energies, Energy Plan of the Canary Islands, Regulation Law in the Energy Sector, Design, Implementation and Management of Wind Farms ,Collaboration with other companies which are working in the field of Wind Farms Management (concerning a total power of 30 MW), Training Area: Proposer No. 5: COGEN Europe – BELGUM COGEN Europe is a non-profit business association working to promote clean, efficient and localised power production in Europe and worldwide. Its activities are also directed towards bringing about a robust and effective policy response to climate change through the UNFCCC negotiating process. COGEN Europe endorses the findings of the IPCC on the science of climate change and supports the reduction and limitation targets endorsed in Kyoto in 1997. Specific experience: The work of COGEN EUROPE has been partly devoted to securing the implementation of well designed and effective ‘flexibility mechanisms’, in particular emissions trading, introduced by the Kyoto Protocol. COGEN Europe also aims to stimulate and facilitate Clean Development Mechanism (CDM) and Joint Implementation (JI) projects on behalf of its industry supporters. Proposer No. 6: WBP - Wissenschalftliche Betreuung Von Forschungsprojekten – GERMANY The WBP was established 5 years ago as a private company dealing with all areas of advanced heat and power production technologies including integrated systems for power production based on traditional fuels as well as solar and renewables. Specific experience: WBP has participated in various national and international projects as a consultant and co-ordinator within the energy field. WBP offers engineering and scientific expertise in a range of sectors including: coal liquefaction, combustion, Environmental Impacts Assessments, CO2 reduction and absorption, bio-digestion, gasification, solar energy production and applications, training programmes for developing countries, energy balances, fuel cell technology and development, and power generation technologies (IGCC, PPCC) etc. The company has carried out project work in South Africa for SASOL and has contacts with leading coal research institutes and Universities there. It also has close contacts with German engineering companies who were responsible for equipping the South African power stations. Prof. Dr. Ingo Romey- Director - E-mail: ingoromey@hotmail.com Proposer No. 7: CIRPS – Inter-University Research Center for Developing Countries, University of Rome, La Sapienza – ITALY CIRPS (Inter-university Research Centre on Sustainable Development) was founded in April 1988 as a Consortium of nine Italian Universities. The University «La Sapienza» of Rome is the leading partner of the Consortium. The mission of CIRPS is the promotion and implementation of activities related to sustainable economic and social development in co-operation with Italian and foreign institutions and international organisations.The promotion of member universities, the participation to international networks and the development of collaborations with private enterprises are an integral part of the mission of CIRPS. CIRPS promotes, co-ordinates and manages a number of interdisciplinary activities carried out by the member Universities in collaboration with other private and public partners, both Italian and foreign. CIRPS activities therefore emphasises the added value given by the combination of the academic experiences with private experts and entrepreneurs world-wide. While the main focus is on scientific and technical co-operation in developing countries, a number of activities relevant to sustainable development are carried out also in Italy and within the European Union. Multidisciplinary researches, training, technical and scientific assistance activities are developed and managed by CIRPS and they are carried out by operational units composed of highly qualified university staff and individual experts. Proposer No. 8: AGRHYMET Regional Centre (ARC) - NIGER The AGRHYMET Regional Centre (ARC) in a specialized institute of the Permanent Inter-States Committee of Struggle for Drought Control in the Sahel (French Acronym: CILSS), which is a regional inter-governmental organisation comprising nine countries viz: Burkina Faso, Cape Verde, Chad, Gambia, Guinea-Bissau, Mali, Mauritania, Niger, and Senegal. Created in 1974, the AGRHYMET Regional Centre has two main areas of activity: information management and human resource development as they relate to the CILSS’ mandate of providing food security and sustainable natural resource management for its member countries. General experience: In the area of information management, ARC collects, analyses biophysical, socio-economic and satellite data through a network of relay services in its member countries and satellite receiving stations at its headquarters. These data are used to elaborate decision making tools that are sent back to the member countries, regional and international institutions. Besides information management for food security and natural resource management, the ARC provides long term training in the fields of Agricultural Meteorology, Hydrology, Crop Protection and Instrument Maintenance and short term training in these areas as well as Geographical Information System, natural resource management, remote sensing, various aspects of sustainable agriculture, vulnerability assessment, among other. The fact that the ARC has more than 25 years of experience in the areas described above and is poised to initiate activities in other important domains such as climate change indicates its capacity to implement the project particularly in areas relating to food security and natural resource management and the environment. Proposer No. 9: CSIR - Council for Scientific and Industrial Research – SOUTH AFRICA Established in 1945, the CSIR is a statutory scientific research council governed by an Act of the South African Parliament. With a staff complement of over 3 000 and a turnover of approximately R800 million per annum, it is the largest community and industry-directed scientific and technology research and development organization in Africa, accounting for approximately 10% of the entire African R&D budget. The CSIR provides technology solutions through contract research and development, specialist consulting, systems engineering and information services in areas ranging from energy, aeronautical and manufacturing systems and advanced materials, through to roads and transport, housing and environmental management. The CSIR’s research, development and implementation functions are centred in eight operating divisions, which aim to: - support technological competitiveness of South African industry in both the formal and informal sectors; - provide technological solutions to improve quality of life in urban and rural communities; - provide scientific and technological support for decision-making in the private and public sectors. Proposer No. 10: CEEEZ - Centre for Energy, Environment and Engineering (Z) Ltd – ZAMBIA Energy is a vital input in economic development. Production and use of energy often leads to environmental degradation. In many cases government, energy producers and industrialists are not aware of sound energy and environment management. In addition, they often lack technical expertise to derive sound policy analysis, which is necessary to support relevant practices. There is need, therefore, to have independent research institutions that can cooperate with government and industrialists in finding means of ensuring harmony between economic development and the protection of the environment. CEEEZ works to fill this gap. CEEEZ is a non-governmental organisation, which is independent and non-profit making in its activities. Its major activities involve collaborating with Government and various institutions in the country and overseas in the fields of energy, environment and engineering. The specific role of CEEEZ is to investigate, analyse and make useful conclusions and policy recommendations on energy, environment and engineering applications for sustainable development. In addition, CEEEZ carries out studies, research and development, consultancy and training in the areas of energy, environment and engineering. Prof. Francis D. Yamba - Director - e-mail: yamba@eng.unza.zm Proposer No. 11: EECG - Energy, Environment, Computer and Geophysical Applications – BOTSWANA General experience: The EECG - Energy, Environment, Computer and Geophysical Applications PTY Ltd. of BOTSWANA is a research and consultancy organization founded in 1993 emphasizing mainly in the fields of energy and environment inclusive of Climate Change Studies supporting national, regional and global energy and UNFCCC related response actions. EECG staff has vast experience with the ENERGY SECTOR and related Climate Change issues particularly in Botswana and the other countries in the SADC region, but also in other African countries. Specific experience: EECG will provide for this project its experience in providing skills for energy policy analysis and planning, designing of projects for replication, and dissemination of knowledge. EECG has developed CDM projects in Uganda, Ghana and the Gambia. Also, it has carried out a consultative process on CDM capacity building in Botswana. EECG is well acquainted and has developed GEF project proposals. In the SADC region, EECG has deeply analysed the Power and transport sectors. Dr. Peter Pinas Zhou – Director - E-mail: pzhou@global.bw Proposer No. 12: CEISA – Centre for Studies in Industrial, Safety and Environment Issues - MOZAMBIQUE The Centre for Studies in Industrial, Safety and Environment Issues (CEISA) is an organic unit of Eduardo Mondlane University (UEM), founded in July 1997, to serve as a bridge between UEM, entrepreneurial sector and the Government, in order to strengthen and catalyse the effective contribution of UEM in the national economic development. In its years of existence it has been notorious in its intervention on the business sector and accessory to the Government and it is engaged on continuous self capacity building so as to achieve the highest level of excellency, in research, diffusion, development and transfer of technology and “Know- How” to the productive sector. General experience: CEISA has played an important role in the R&D projects at national and international level, such as: Feasibility study for industrialization and trading of cashew nut in Inhambane Province (for Institute of Agronomy Investigation), Feasibility study for the development of road network for Maputo city council (in partnership with the Japanese International Development Agency), Tariff regime study for water supply sector in Mozambique (for National Water Body); Environmental impact assessment (for Ginwala, Hulene and waste dump and MOZAL,). Occupational health and safety management programme for MOZAL (Mozambique CIMPOL Group), Environmental state of art study and database of Matola Industrial Park (for Ministry of Environment) ,Development program for mineral sourced raw materials for industrial use (AMPOMI PROGRAMME), Preliminary research in appropriate technologies for mining, processing of rocks and industrial minerals for Mozambique. (Integrated in AMPOMI Programme), Inventorying and systematization of potential deposits of rocks and industrial minerals in Mozambique and its economic pre-viability(for Fund of Mining Promotion), Market studies for the mineral sourced raw materials of industrial use and the assessment of mining state of Mozambique, and geo-mineral database elaboration (for Ministry of Mineral Resources and Energy). CEISA has also considerable experience in national energy policy implementation and has organized significant number of workshops, seminars, training programmes at national and regional level on its areas of intervention. |
